Part 108 Readiness

Future-facing preparation for the FAA proposed BVLOS framework, scalable operations, safety management, security, and data services.

Regulatory status

Part 108 is presented here as future readiness based on the FAA BVLOS proposal. Requirements may change before any final rule becomes effective.

Prepare the operating system before scale arrives.

The FAA proposal contemplates permits and certificates, new operational roles, automated data service providers, safety and security obligations, and expanded records and reporting.

Authorization

Permits and certificates

Map the expected authorization path to fleet size, aircraft capability, operational scope, public exposure, and oversight.

People

Operational roles

Prepare governance for operations supervisors, flight coordinators, training, competency, fitness, and duty limitations.

Airspace Services

ADSP dependencies

Define provider qualification, service performance, software control, outage response, data integrity, and interface hazards.

Aircraft

Accepted means and limitations

Control configuration, consensus-standard evidence, operating limitations, Remote ID, lighting, maintenance, and continued operational safety.

Security

Physical and cyber

Protect controlled locations, networks, aircraft, data, credentials, software, and incident-response processes.

Evidence

Records and reporting

Prepare flight, aircraft, maintenance, personnel, route, occurrence, security, and service-provider records.

Certified-operator SMS readiness

The FAA proposal describes SMS and training expectations for higher-risk certificated operators. EFVS readiness work uses current Part 5 principles as a durable foundation while maintaining a controlled regulatory assumptions register.
