Part 135

Air carriers and operators

Existing Part 135 certificate holders must develop and implement a Part 5 SMS by May 28, 2027. New applicants must meet applicable SMS requirements upon certification.

Part 21

Design and production

Certain type and production certificate holders, applicants and licensees are subject to Part 5 SMS requirements under the 2024 final rule.

Part 145 / EASA

Repair stations

U.S. repair stations holding or seeking EASA Part 145 certification under the U.S.–EU BASA must meet the applicable SMS Special Condition.

Voluntary SMS

Other aviation providers

Eligible organizations may use the FAA SMS Voluntary Program or adopt a proportionate SMS to strengthen safety and business readiness.

UAS

Part 107 and BVLOS

Part 107 does not automatically place every operator under Part 5, but a scalable SMS can support complex operations, waivers, contracts and growth.

AAM

Powered-lift ecosystems

Aircraft, operators, maintenance, vertiports, energy, airspace, cybersecurity, emergency response and workforce must be managed as one safety system.
